Report: Campaigns to End Youth Incarceration and Invest in Alternatives

In 2017, The Public Welfare Foundation asked the question, “What does it take to end youth incarceration?” We sought to document and evaluate two state campaigns funded by the Youth First State Advocacy Fund to end youth incarceration and invest in alternatives: the RISE for Youth campaign in Virginia, and 150 Years is Enough Campaign in New Jersey. This report includes case studies of the two campaigns, and cross-findings and lessons learned on strategies for youth-adult partnership and community engagement.
