Rebecca Perlmutter is a Senior Associate at Innovation Network and supports foundation and nonprofit partners to develop and implement monitoring, evaluation, and learning systems. She has extensive experience working with nonprofits to support strategic planning and learning and evaluation projects focused on advocacy and policy change for social justice. Rebecca is trained in Emergent Learning and often facilitates sensemaking with evaluation partners to surface insights and pursue/adjust the course of inquiry in real time based on what is being learned. Rebecca is committed to evaluation approaches that are collaborative, equitable, and support participant ownership.

Prior to joining Innovation Network, Rebecca was an embedded monitoring, evaluation, and learning (MEL) specialist at Oxfam America for over a decade. She facilitated learning processes for national, regional, and global policy advocacy and campaigns teams and supported them to develop and implement MEL systems. She also designed and led policy advocacy MEL trainings for staff and partners and developed resources for a toolkit on MEL for influencing. She has held consultancies with international NGOs and worked for the Center for Strategic and International Studies.

Rebecca has a Master’s in International Affairs from The Fletcher School of Law and Diplomacy at Tufts University and a BA in Political Science (Honors) from Bates College. In her free time, Rebecca enjoys reading, hiking with her dog, and running.
